Regulatory Change Business Analyst/Project Manager
Description
The Regulatory Change Management Delivery team within the Project, Program and Portfolio Management group supports Global Banking and Markets stakeholders by providing Project, Program and Portfolio Management oversight and change expertise to ensure the successful delivery of the Dodd Frank Act (DFA) program in regards to the registration of entities as Security-based swap dealers (SBSD) with the Securities Exchange Commission (SEC) specifically as it relates to the following regulations:
- Registration as SBSDs
- Business Conduct (Internal and External);
- SBSD Trade Reporting;
- Margin, Capital & Segregation;
- Record Keeping & Reporting; and
- Trade Acknowledgment and Verification
Regulatory Change Business Analysts (BAs) will be aligned to one or more of these areas of coverage and will be responsible for the delivery of key artifacts (i.e. process flows, current state vs. future state and gap analysis, traceability matrix, requirement documents and procedural documents) and ad hoc deliverables to effectuate the successful registration of legal entities to the SEC as SBSDs.
Role Purpose
As a member of the Program, Project and Portfolio Regulatory Change Management Delivery team, these individuals will play a key role in delivering a high priority global program and will be responsible for eliciting, analyzing, organizing, managing, and communicating requirements across multiple functions and asset classes, and assisting project leads and the Senior Program manager in the implementation of SEC SBSD requirements.
Regulatory Change BAs will work at the project/process level and will be accountable for producing discrete deliverables. Regulatory Change BAs may be required to lead / support global cross functional working groups or engage subject matter experts (SMEs) to support them in their own delivery, i.e. for problem solving, process mapping, process re-design, requirements gathering, procedural documentation, etc. Success in this role will require the Regulatory Change BA to easily adapt to the needs of the business across multiple functions and time zones, analyze and interpret data efficiently, stay abreast to the changing regulatory landscape and work at pace to deliver for the business.

- Take proactive role in managing workstream deliverables by eliciting, analyzing, organizing, drafting, managing and communicating requirements
- Generate requirements and project deliverables on time and within scope, escalating major blockages / changes to scope in a timely manner to program management

Qualifications
- 5-10 years of experience in BA/PM project delivery roles preferably within Regulatory Change within a financial services institution or management consultancy
- Experience with Title VII of the Dodd Frank Act is not required but strongly preferred
- Exceptional business analyst skills including business case development, requirements gathering and documentation, process analysis, gap analysis, procedural documentation, stakeholder management, etc. CBAP and CBATL certifications are not required but preferred
- Proven track record of delivery within complex programs and projects in large multi-national organizations
- Knowledge of project lifecycle, business transformation and change management methodologies
- Extensive knowledge of derivatives markets, regulatory environment, products, services, operations and systems in capital markets
- Strong relationship management, written and verbal communication skills with demonstrated ability to rapidly build relationships with key stakeholders
- Ability to work independently with minimal direction and as part of a team
- High level of proficiency in MS Office applications to include Excel, Word, PowerPoint and VISIO
- Undergraduate or postgraduate degree in Science, Business Administration or a related field
